### Decision Runtime

The Decision Runtime is the decision function inside the Action Runtime. It determines whether a proposed agent action has the required business evidence and conditions to move forward. Identity tells an enterprise who can act. Rippletide determines whether this specific action should happen in this specific context.

### Action Runtime

The Action Runtime carries that explicit decision into the action workflow. The agent proposes an action; Rippletide returns one of three outcomes:

- **Continue:** the agreed evidence and conditions are present.
- **Needs a person:** evidence is missing, conflicting, unavailable, or a judgment call remains.
- **Must stop:** an agreed dangerous condition is present.

Every decision keeps the evidence reference, applicable rule, outcome, and reason.

## How Rippletide Works

1. **Review the agent's tool surface** through tool manifests, MCP exports, OpenAPI schemas, or JSON tool definitions.
2. **Define the action boundary** for the business action that matters.
3. **Apply explicit conditions** using the required evidence, rules, exceptions, and ownership.
4. **Return a decision**: continue, needs a person, or must stop.
5. **Record why** so an enterprise can review the decision path.
